Advertising in Ho Chi Minh City: Current Situation, Solutions, and International Experience

On the morning of September 29, Ho Chi Minh City People's Council coordinated with the Department of Culture and Sports, the University of Social Sciences and Humanities (Vietnam National University, Ho Chi Minh City), and the Ho Chi Minh City Advertising Association to organize a scientific workshop, "Advertising in Ho Chi Minh City: Current Situation, Solutions, and International Experience." Attending and chairing the workshop were: Mrs.Nguyen Thi Le, Deputy Secretary of the City Party Committee, Chairman of the City People's Council; Mr.Cao Thanh Binh, Head of the City People's Council's Department of Culture and Social Affairs; Mr.Vo Trong Nam, Deputy Director of the City Department of Culture and Sports; Assoc. Prof. Dr. Ngo Thi Phuong Lan, Rector of the University of Social Sciences and Humanities; and Mr.Nguyen Thanh Dao, Chairman of the Ho Chi Minh City Advertising Association.
Proposing solutions to advertising development strategies and policies
Speaking at the opening of the workshop, Chairman of the City People's Council Mrs.Nguyen Thi Le emphasized the need for a scientific workshop to collect opinions and have a wide exchange between experts, scientists, business owners, state management agencies, and people. Thereby, concretely and deeply assess the current situation of advertising in the city; improve the effectiveness and efficiency of state management of advertising activities; offer complete and balanced solutions between social benefits, business benefits, and state benefits; apply international lessons learned; so that advertising can become one of the key cultural industries of the city.
Mrs. Nguyen Thi Le proposed the workshop to focus on researching and exchanging assessments on the needs, conditions, factors affecting and affecting advertising activities in the city, and the development goals of the city's advertising industry in the period 2020–2035. To deeply evaluate the results of the implementation of the Law on Advertising in 2012 in Ho Chi Minh City; to fully assess and synthesize problems related to institutions, policies, and laws so as to propose to the National Assembly, the Government, ministries, and central agencies to promptly solve At the same time, practical research and lessons learned from provinces, cities, regional, and international countries Thereby, proposing solutions on strategies and policies to develop advertising activities in the city in the coming time; solutions to overcome the limitations in advertising activities mentioned above.
Deputy Secretary of the City Party Committee and Chairman of the City People's Council, Mrs.Nguyen Thi Le, gave a speech to welcome the workshop.
"The seminar is a scientific forum for leaders, managers, experts, scientists, people who have been directly working in the field of advertising, and people who are interested in advertising activities to study, exchange, and share research results, practical experience, and international experience, thereby offering sustainable solutions for the development of the city's advertising industry in the future, said Mrs. Nguyen Thi Le.

Speaking at the workshop, Assoc. Prof. Dr. Mrs.Ngo Thi Phuong Lan, Rector of the University of Social Sciences and Humanities, Vietnam National University, Ho Chi Minh City, emphasized that the conference is both a scientific event and a forum for leaders and managers—scientists—who have been directly working in the field of advertising to study, discuss, and share research results and practical experiences in specific fields, with the goal of analyzing and evaluating advertising activities in the city in the past time and proposing practical solutions to improve advertising activities in the coming time.
Also, according to Assoc. Prof. Dr. Mrs.Ngo Thi Phuong Lan, the seminar is also one of the essential activities to contribute to identifying the positives and shortcomings of the advertising industry in Ho Chi Minh City over the past 10 years of implementing the Law on Advertising towards the goal of sustainable development of human resources and culture in Ho Chi Minh City.

The workshop attracted the attention of many experts, scientists, and enthusiasts in the field of advertising, with more than 42 presentations sent to the organizing committee. The assessments are analyzed and evaluated from many perspectives: on policy mechanisms and law enforcement; on architecture and urban aesthetics; on art and handwriting design; on the trend of shifting, increasing revenue sources, and contributing to the economic development of the city; on security, information security,etc.
The workshop also outlined theoretical and practical bases and proposed groups of domestic and international solutions and experiences, thereby helping people grasp honest product information, safe and effective services, effectively communicate cultural values and identity in the direction of the development of the city, create favorable conditions for advertising enterprises to compete healthily and enterprises with advertising needs to access the market quickly, and help the city's authorities improve the effectiveness and efficiency of state management in advertising activities, contributing to promoting the city's socio-economic growth and stable and sustainable development.
